Dairy cuisines that were in demand during the Soviet era did not sink into oblivion, as some believe. In many regions, they continue to exist, although their immediate fate is in question. Let’s try to figure out what dairy cuisine is today (2015 - 2016), who is entitled to and how to use the right to receive a “children's ration”.

What is a dairy kitchen?

Concerned with the demographic situation, the state in the last decade has taken a number of measures to provide social support to families with children. Authorities in the regions continued this work. She expressed in the preservation or revival of milk distribution points, where you can get the products necessary for babies for free: from milk formula to juice and fruit puree. Their issuance is made by prescription from a doctor observing a child.

We read on the topic: the first feeding of the child - when and where to start

This type of assistance is provided only on the basis of a statement from the parents. So if the doctor does not offer to write it, it makes sense to do it on their own initiative, after figuring out what and who is supposed to.

Who is eligible for free dairy products

The distribution of products in the dairy kitchen is the prerogative of the regional authorities. It is they who decide who should be given the opportunity to receive free baby food.

  • almost everywhere, children under the age of one year who are on artificial or mixed feeding have the right to receive free products;
  • in a number of regions, children under the age of two to three years have the right to use the dairy kitchen free of charge, regardless of the type of feeding;
  • children who belong to a large family (up to seven years);
  • children with disabilities up to 15 years of age;
  • pregnant women. In this situation, the conclusion on the issue of milk nutrition is drawn up by the doctor of the antenatal clinic leading the pregnancy;
  • lactating women until the newborn reaches six months of age.

It should be borne in mind that in all cases the right to use the free services of dairy cuisine may be limited by the property status of the family. In many regions, the privilege is granted only to those whose per capita income is less than the subsistence level in the corresponding region. Another common restriction is the child’s place of residence: a referral to dairy cuisine is issued only to those who have a residence permit in the region where the benefits are received.

It is better to request more accurate information on a specific locality from the local authority in charge of social protection issues, or at the clinic at the place of residence.

How to sign up

In order to use the right to receive products in the dairy kitchen for free, you need to write a statement addressed to the chief doctor of the children's clinic in which the child is observed. Pregnant women write a statement addressed to the head physician of the antenatal clinic. The application must be supported by documents confirming the right to receive benefits.

Stages of dairy kitchen design:

  • ascertaining the fact of the availability of this service in your city. Information is issued by the Department of Health;
  • going to the pediatrician who monitors your child for the recipe required in the kitchen. The recipe number is entered on the child’s card. The recipe should be taken every month, and up to the 25th;
  • then you need to collect the remaining documents and submit their food distribution point at the place of residence. You can receive the ordered dairy products within ten days from the date of registration.

Documents:

  • birth certificate of the child (or a certificate of registration with the antenatal clinic if the expectant mother claims the measure of social support);
  • compulsory health insurance policy;
  • certificate of residence registration;
  • a copy of the passport of at least one of the parents or legal representatives of the child.

After the application is signed, you will have to take a prescription for a set of products from your doctor every month and take it to 20th - 25th the month preceding the month of receiving the benefits at the milk distribution point.

What give

Products that are served in a dairy kitchen depend on the age of the child. In all regions they are different, their list may change almost annually.

Dairy and sour-milk mixtures are usually given up to six months, and their ratio changes with age. First, milk mixtures prevail, then fermented milk ones. After six months, the mixtures gradually change to milk, kefir, cottage cheese, fruit puree and juice. In some regions, from 6 months only dry mixes for making cereals are given out. Children from large families and children with disabilities over three years of age are given only milk. If the beneficiary is a nursing mother, then they will give her juices.

In 2016, in most regions, children are entitled to:

  • dry milk and sour milk mixtures;
  • cottage cheese;
  • kefir;
  • dry mixes for cooking cereals;
  • milk;
  • juices;
  • mashed potatoes.

The composition of the issued dairy products depends on the recipe that the district pediatrician designed on the basis of the vital indicators of the child, his age and nutritional needs.

In some regions, employees of dairy kitchens prepare mixtures on their own, in others they purchase products of domestic manufacturers, for example, under the brand name “Agusha”. The exact list of products can be seen in the recipe or specified on the milk distribution point itself. Combines products with dairy cuisine excellent quality, meeting all sanitary requirements.

The delivery of kefir, milk or cottage cheese is carried out regularly: at some points every day, except Sunday, at others every other day. Boxes with dry mix and cereals can be obtained for a month. It is convenient and economical.

Will “dairy cuisines” be canceled in 2016?

The Russians have already begun to get used to the fact that “holes” in the budget are periodically proposed to be “patched up” through social support measures. Such proposals do not always “pass”, but, nevertheless, this happens. Is it any wonder that parliamentarians in a number of regions have come forward with an initiative to abolish "dairy cuisines", to conduct "monetization" of benefits or to reduce the composition of "children's rations", to narrow the circle of persons entitled to receive it.

It is difficult to predict which decision will be made in a particular region. On one side of the scale are expenses for the maintenance of milk distribution points, the preparation of relevant permits, the purchase of products for distribution to beneficiaries, and other expenses that do not pay off. On the other - well-fed, healthy children and their happy parents. It is hoped that the people elected will make decisions in favor of the future of our country, and not momentary financial prosperity.

    I am a single mother, in our region for some reason they give only dry milk mixture, and it says here that they should give both cottage cheese and kefir. Tell me where to complain? After all, this is a direct violation of the law

    I am from Saransk. I used milk, because we were on artificial feeding. Only then I refused in favor of money. Although they gave crumbs (250 rubles for us), but at least as many as you will come there, there is forever nothing. And once they turned sour kefir.

    Breastfeeding both daughters. Only at six months did we gradually introduce complementary foods. First, fruit puree, then cereal. At acquaintances the son was an artificer. And they were a burden to buy dry mix. Because he ate well with this mixture and the price was not cheap either. In our country, they also give free dairy products to children under one year of age in milk dispensing centers. And this help is very welcome. It is good that the state at least somehow gives help to young families in such ways.

    Irina, each region has its own list of issued products, the range of products offered in dairy kitchens may vary depending on the area.
